Municipal Fees


Senator Dan Rutherford has made public the amount of new fees each city in Illinois was assessed by the Illinois Environmental Protection Agency (IEPA). The state fees were assessed for sewer and wastewater discharge and would have to be paid by the community’s resident’s property taxes or greater sewer or water assessments.

After comparing all of the communities, it is evident that the new fees are biased and discriminatory. They are one more example of favoritism and inequities at the expense of small, rural and suburban communities.”

Chicago pays approximately 15 cents per person while the village of Maeystown in Southern Illinois is paying more than $20 per person and Smithfield in Western Illinois is paying more than $70 per person. It is not suggested Chicago should pay more, but there should be equity in the fees that local governments pay.


The Blagojevich Administration was charging small towns from $1500-$5000 for annual permits (depending on the size of the water plants). This was not acceptable to the General Assembly, so Legislators were successful in reducing the amount to a range of $500-$2500 for towns under a 5,000 population.

Following is a matrix comparing the fees. It is evident that the Legislative intervention was a tremendous help to the small communities.
